Can heat transfer oil (non-circulating) be added to the container jacket to directly heat the flame in the jacket?

The reaction vessel cannot be heated directly by flame; therefore, a jacket is added outside the vessel (designed for atmospheric pressure). Heat transfer oil is placed inside this jacket, allowing the jacket to be heated directly by flame It seems it doesn’t work either! There is a factory whose design is like this; trying to find relevant standards to reject such a design, but none are clear!
Working principle of the feather meal hydrolysis tank (skin meal hydrolysis tank): This machine is a single-axis rotating jacketed tank; there is 325 thermal oil inside the jacket. The furnace is located at the bottom of the machine, and the flame directly heats the outer shell. The thermal oil ensures even heating of both the inner and outer shells, thereby heating the raw material. As heat is applied, water from the raw material evaporates to form steam. This steam gradually builds up pressure, and under the action of the stirrer on the central axis, the raw material is hydrolyzed and cooked. Once all the steam has been removed, the machine continues to operate for a while longer, during which the raw material is dried. After that, the lid is removed, the contents are discharged by reversing the mechanism, and crushing yields the final product. Device functions: This device can put the fur of dead animals, such as chicken feathers, duck feathers, wool, pig hair, etc., into a tank for steaming, hydrolysis, disinfection, sterilization, and drying. After that, without further drying or air-drying, the material is directly crushed into finished products. The main advantage of this machine is that it is not affected by boilers or climate conditions. It requires fewer processing steps, involves lower investment costs, has a longer lifespan, higher safety standards, higher production volume, and better quality. It offers numerous benefits such as saving labor, electricity, water, coal, and space. It will replace existing equipment such as boilers, steamers, and dryers.

Could it be considered from the perspective of fire hazards and open flames in the workshop?
It’s unreasonable. First, the use of open flames in the workshop is not allowed; second, if the heat transfer oil in the jacket does not flow, local temperatures will become too high, resulting in low heating efficiency.
I know all of this; I’m looking for clear provisions in laws and regulations that state it’s not allowed to use it in this way! Whether it is the fact that the design standards GB150 are not applicable to situations where direct exposure to fire occurs (with some arguing that there is no direct fire exposure but rather fire in the jacket, and that the jacket is designed for normal pressure), or the regulatory requirements that mandate stricter controls for multi-chamber containers (without specifying anything regarding their use), or from a technical perspective the issue of high-temperature carbonization of heat transfer oils and how to control temperature, or encore the safety regulations for organic heat carriers which apply only to organic heat carrier boilers – organic heat carriers not used in heat transfer oil boilers are not subject to these standards. Some people then argue that since no concrete laws or regulations exist, it cannot be said that such use is prohibited. (I work at the Special Inspection Agency).
The jacket and the reactor are one unit; the jacket is merely a part of the reactor. The reactor does not allow heating by direct flame, and this applies including the jacket as well.
