Is EN 10204 only applicable to raw materials?

Everyone, I have a question. Is it possible to obtain an EN 10204 3.1 certificate for valves or level gauges? Or in other words, can the EN 10204 standard cover such ‘products’ that are not raw materials, and can a 3.1 certificate or a verification 3.2 certificate be issued?
If it involves PED, the valve is considered a pressure equipment, and it is necessary to assess the risk level to determine whether PED certification is required. A level gauge that only displays the liquid level and does not provide any other safety-related functions can be ignored; as long as it meets the customer’s requirements. EN 10204 applies only to materials; the 3.1/3.2 format material quality certificate is merely a standard for the format of such certificates, and it does not apply to products.
