The issue of combining welding test plates and heat treatment test plates

Can welding test plates replace base metal test plates?； Or just sampling from the same test plate. Is there a clear source, or have any experts provided definitive answers through Q&A?
Fixed volume gauge, page 37. 4.2.2.1 When preparing heat-treated test pieces of the base material, if it is also necessary to prepare welding test pieces of the product, it is allowed to prepare both types of test pieces together. I think samples are taken from the welding test plate.
It is a prerequisite for the product to have heat-treated test plates of the base material, as this ensures that processing can be carried out in the same furnace as that used for the equipment; if welding test plates are required additionally, samples shall be taken from the heat-treated test plates of the base material
The purpose of combined preparation is merely to take samples from a single test plate. I believe that specimens such as tensile, bending, and impact tests on the welded test plate are sufficient to represent the base material. Each specimen essentially includes the base material, the heat-affected zone, and the weld, and its performance parameters must meet the standards of the base material; why not just make one specimen?
