To facilitate valve pressure testing and avoid the need to use bolts, two hydraulic jacks are planned to be used to symmetrically press against the flange cover in order to achieve a sealed condition. The pressure testing is planned to be carried out at 10 MPa, which is sufficient for testing valves up to 8\" in size. How should this flange cover be designed to ensure a secure seal? Are there any relevant design standards or similar calculation methods available? Thank you!

A circular end cap is added on the other side, and a valve is installed at the opening for observation
10MPa, 8” pressure test, using a jack to apply force – quite bold. The flange thickness shall be determined in accordance with the valve flange standards for the blind plate.
