Heat treatment of pipe fittings

I’m a beginner when it comes to heat treatment. I would like to ask: is heat treatment of pipes only carried out by the manufacturers? At our company, we have never seen heat treatment done during pipe installation. Please help me understand this
Most of them leave the factory after being processed by the manufacturer.
The heat treatment of the pipe fittings themselves is completed before they leave the factory, but the heat treatment during welding and installation on site still needs to be carried out in accordance with the design requirements.
Large-scale equipment is usually manufactured by the manufacturer, while the fittings can be heat-treated on-site; it’s sufficient to follow the specified requirements
Heat treatment on-site is rather complicated; it is usually carried out at the factory. Heat treatment is only applied to welded pipes when there are special constraints such as wall thickness or material. However, heat treatment is generally avoided on-site.
