Engineering liaison form during the design phase

May I ask everyone, who (which entities) usually sign the engineering liaison form? For example, during the design phase, if the client proposes a upgrade in materials or equipment, who are all the parties involved in the approval process?

Is this equipment provider the manufacturer, or the equipment department of a design institute?
What if it’s the property owner who suggests a substitute?
If the owner proposes a substitute, it also needs to be evaluated by the design institute, which will then issue a substitution notice.
