Can’t the boiler room be located in the boiler house?

There’s a question that’s confusing me: some people say that fuel boilers should not be placed in boiler rooms, as there is a risk of fuel leakage, and since boiler rooms involve open flames, they are not suitable for housing boilers. This statement seems quite correct, but I don’t know how to refute it.
How is the boiler room distinguished from the boiler room? If not in the boiler room, where else should the boiler be placed? Can’t people live there because the house will collapse?
If it’s a boiler room, isn’t it the place where boilers are kept? Is a room without a boiler still called a boiler room?
