Issues in trichloroisocyanuric acid production

Seeking advice: When the trichlorine production plant is started up, 2 tons of cyanuric acid are used, with a theoretical yield of 3.2 tons of TCCA. The product quality is good from the very beginning of the production process; however, after using up those 2 tons of cyanuric acid, only 1.85 tons of product are obtained (the total weight includes particles, powder, solutions, as well as the trisodium salt remaining inside the secondary reaction vessel). There is no waste of product during production, nor any leaks, so it’s unclear what is causing such a low yield. I seek suggestions on this issue
