Can the explanations of regulatory provisions be used as a basis for design? If that’s possible, how should the last sentence of the provision’s explanation be understood? Last sentence of the provision explanation: This provision explanation does not have the same legal effect as the main text of the standard, and is provided solely for users as a reference to understand and grasp the provisions of the standard.
The design specifications state the standards and their names; the word \"explanation of provisions\" should not be added after those names. Explanations of provisions are meant to aid understanding, got it?
