How should changes to the safety section be written?

I would like to ask how to write changes for the safety section. The previous special report was approved, but during construction it was found that several pieces of equipment did not comply with the safety-related special report and safety assessments; therefore, the safety supervision agency required changes to be made. Now the safety assessment company has passed the review, and the filing draft includes corresponding safety measures. I also know how to write this part. But should it still be prepared in accordance with the guidelines? For some sections that are consistent with previous special reports and have not undergone any changes, can they be mentioned briefly? I would like to seek advice from seniors with relevant experience. Thank you
There is no need to follow specific guidelines for writing; simply describe the changes that have taken place. If new equipment has been added and the safety assessment agency has also provided corresponding countermeasures, then a detailed explanation of the implementation of those countermeasures is sufficient； Also, list all of your own safety facilities; there is no specific format required for such changes, as long as it is approved by the safety supervision agency ； But one thing must be said as a conclusion: after the changes, the safety level has not decreased, and the additional safety facilities for the equipment are sufficient to meet the requirements for safe production.
