He was found inside a flow meter sandwiched between two DN25 fittings; the DN25 pipes were too small for him to pass through, so he shouldn’t have come in through other pipes
Let me guess – this is probably installed before the flow meter, to stir the fluid and prevent solid particles in it from settling and causing blockages.
Strange things? Is there some special function? ? :P
It seems to be a special design; it’s best to ask the flow meter manufacturer.
Could it be a magnetic filter? Used to adsorb ferromagnetic substances in the medium? ?

There are iron shavings on it; it seems to be designed to capture those shavings. I give more preference to the magnetic float flow meter mentioned above, as the magnet rotates once in a full circle.
