Which is more energy-efficient, steam heating or electric heating?

May I ask, for heating the heat transfer oil through circulation, there are two methods: steam from pipelines and electric heating. Which method is more energy-efficient? The pressure of the steam from the pipelines is 10 bar, and the temperature is around 190 degrees; the heat transfer oil is to be heated to around 150 degrees. Since electric heating is not available yet, the power rating is currently unknown.
Steam heating is commonly used as it is cost-effective. However, with coal use restricted in various areas at present, gas boilers are slightly less economical.
