What is the difference between basic design and preliminary design?

In the preliminary stage of chemical plant design, some call it basic design while others call it preliminary design – is it just a difference in terminology or are there actual differences?

Abroad it is called “basic design,” while in China it is referred to as “preliminary design.” The basic design is slightly more comprehensive than the preliminary design, as it takes into account longer time frames and the procurement of key equipment.
The standards specifying the required depth of content for preparing design documents vary: for preliminary design, the \"Requirements for the Depth of Content in Preliminary Design Documents for Chemical Plants\" (HG/T 20688-2000) is applied, to meet the needs of the previous systems for submitting design documents for approval； The design of foundation engineering is carried out in accordance with regulations such as the \"Specifications for the Design Content of Foundations for Petrochemical Plants\" (SPMP-STD-EM2003-2016) and the \"Specifications for the Design Content of Foundations in Petrochemical Facilities\" (SPMP-STD-EM2004-2016). Projects in recent years have generally carried out the design at this stage in accordance with the requirements of basic engineering design.
In the past, under the planned economy, it was called preliminary design; now, under the market economy, it is called basic design. I personally don’t like the term “basic design” as it can be easily confused with the basic design in civil engineering.
