Excessive sulfur dioxide levels in the old chimney

The company has recently put into operation a flue gas desulfurization project, with the existing old chimney serving as a backup in case of sudden power outages or failures of the exhaust fans. But since the desulfurization project was put into operation, the sulfur dioxide monitoring stations on the old chimney have periodically shown levels that exceed the limits. Logically, once the shutters are lowered, the flue gas should be separated from the path of the old chimney, so such problems shouldn’t occur. I’m wondering if any of my colleagues have similar experience in handling this; I’m seeking advice!
If crosstalk is ruled out, then it’s process control
If the instrument is working properly and no gas should be passing through, then it’s likely there’s a leakage issue. Valves generally have leaks; one option is to use a double-disc gate valve, which prevents any leakage, but it’s more expensive.
