The high flash liquid level is consistently above the specified range, but the low flash liquid level remains relatively stable. Increasing it automatically also results in a normal rise, which indicates that water from the high flash area is entering the low flash area; however, the level still stays above the limit. I need experts to help solve this issue!

Are remote level gauges and local level gauges integrated or measured separately? My intuition tells me that the high-reflectance level gauge in the original poster’s home is likely of the double-flange type; it’s very possible that the pressure tapping pipe on the negative-pressure side of the gauge is blocked, that is, the one located on the side at a lower installation height.
