Warm-up piping route for centrifugal pumps

I’m seeking advice from those with more experience: is the pipe heating circuit for centrifugal pumps always kept on? Does it have an effect on the stagnant water in the outlet pipeline of the standby pump?
Isn’t your heat pump line operated using the check valve at the backup pump outlet and a bypass for the outlet valve? If there are only two valves, the liquid won’t move much; if there is a leak inside the valves, then there will be no dead zone.
Thank you. It’s at the outlet of the backup pump; however, the outlet of the backup pump is located quite far from the point where the two pumps meet, so I’m worried that the water flow from the main pump won’t be strong enough to have a significant effect
The heat pump line has been in operation throughout. In cold winter weather, it can be adjusted to a higher setting. Activate the heat tracing for the pipeline as well.
