Shenhua Shaanxi Methanol Downstream Processing Project Passes Completion Inspection Author/Source: Date: 2017-07-20 Clicks: 21 On July 13, 2017, Shenhua Group held a completion inspection ceremony for the coal-to-oil Shaanxi methanol downstream processing project in Yulin City. For this acceptance meeting, Gu Zongqin, the director of the Petroleum and Chemical Industry Planning Institute, served as the head of the acceptance expert group. Professor Wang Yao from Tsinghua University, Wang Xiujiang, deputy director of the China Petroleum and Chemical Industry Federation, along with relevant professionals from the group itself, acted as the acceptance experts. The acceptance committee conducted the completion acceptance of the Shaanxi methanol downstream processing project in accordance with the **petrochemical industry standard ‘Regulations on Completion Acceptance of Petrochemical Construction Projects’ and Shenhua Group’s ‘Management Measures for Completion Acceptance and Handover of Engineering Construction Projects’ (Shenhua Gong [2013] No. 602)**. At the meeting, the expert group listened to reports on the construction, commissioning, and production of Shaanxi’s methanol downstream processing projects, inspected the physical facilities and project documentation, and reviewed the \"Completion Acceptance Report for Shenhua Shaanxi’s Methanol Downstream Processing, Power Generation, and Storage & Transportation Projects.\" They unanimously agreed that these projects had met the requirements for completion acceptance, and issued an \"Expert Opinion on the Completion Acceptance of Shenhua Shaanxi’s Methanol Downstream Processing, Power Generation, and Storage & Transportation Projects,\" offering suggestions for improving some of the issues identified in the acceptance report. The project was officially launched in January 2012. It was fully completed on September 11, 2015; the MTO unit began operating on December 15, 2015, and polyolefin products were produced on December 25, 2015. The project succeeded in its initial trial run and proceeded directly to commercial operation. At present, all projects have passed the special inspections related to environmental protection, fire safety, safety facilities, occupational health, soil and water conservation, and documentation, organized by the local **competent authorities. Meanwhile, tasks such as equipment performance assessments, project cost settlements, final accountings, audits, and asset handovers have all been completed. The successful completion of this project’s acceptance marks another significant cooperation project between the group company and Shaanxi Province taking root. It is an important part of central state-owned enterprises’ efforts to fulfill their social responsibilities. It is also the first project in the Qingshui Industrial Park of Yushen Industrial Park in Yulin City to be fully operational, contributing to the local economic development.
