The project will establish the headquarters for an environmental protection industrial park dedicated to the disposal and comprehensive utilization of industrial waste within the Coal, Electricity, and Aluminum Industrial Park in the Dalu Coal Chemical Industry Base in Ordos City. It will bring in investors through the approach of attracting businesses through other businesses. In line with the development needs of the four key industries in this region, as well as those related to circular economy, environmental protection, and comprehensive resource utilization, the project will carry out safe and technical treatment of coal gangue, solid wastes and hazardous wastes generated by coal chemical processes, fly ash produced by coal, electricity, and aluminum production, as well as solid wastes from the ceramics industry, thereby facilitating the transformation and upgrading of the local industrial economy and promoting its sustainable development. It is understood that the first phase of the project currently includes the construction of the Zhungeer fly ash resource utilization, storage, and comprehensive utilization project (with a capacity of 300,000 tons of petroleum proppants per year), the 20,000 m3/year SCR desulfurization waste catalyst regeneration and disposal project carried out by Inner Mongolia Hanwei Environmental Protection Technology Co., Ltd., the hazardous waste incineration project conducted by Jiangsu Meiqi Environmental Protection Technology Co., Ltd. (Zhungeer), the industrial waste comprehensive utilization project carried out by the same company, the solid waste landfill project also carried out by them, and the lead-acid battery recycling project carried out by Jiangsu Meiqi Environmental Protection Technology Co., Ltd. (Zhungeer). According to the relevant officials, Zhungeer Banner in Ordos City is a key industrial hub in Inner Mongolia Autonomous Region, where the coal chemical industry has begun to develop on a significant scale. In 2017, the Dalu Industrial Park in Ordos City completed fixed-asset investments worth 15.482 billion yuan throughout the year; its regional GDP reached 27.75 billion yuan, the total industrial output value was 51.54 billion yuan, and sales revenue amounted to 51.356 billion yuan. In terms of the development of key projects, in 2017, projects such as Beikong’s 4 billion cubic meters per year coal-to-gas facility, Yitai’s 2 million tons per year coal-to-oil facility, Guodian Power’s 800,000 tons per year coal-to-olefins facility, Jutai’s 600,000 tons per year olefins facility, and Yigao’s 240,000 tons per year ethylene glycol facility were successively launched or resumed operations. In terms of spatial layout planning: Dala Road Industrial Park consists of four zones – the East Industrial Base, the South Industrial Base, the West Industrial Base, and the Coal-Electricity-Aluminum Circular Economy Industry Base. Eastern Industrial Base: Focuses on the development of fine chemicals and their downstream products, polysilicon, and logistics ； South Industrial Base: Focuses on the development of downstream coal chemical products such as coal-to-oil, coal-to-methanol, dimethyl ether, olefins, and coal-to-ethylene glycol, as well as coal logistics ； Western Industrial Base: Focused on the development of coal-to-natural gas production ； Coal, electricity, and aluminum circular economy industrial base: Focuses on the development of industries related to power generation, the extraction of alumina from fly ash, aluminum electrolysis, coal gas production, and the comprehensive utilization of coal-based chemicals. This signing represents a significant step taken by the region to develop industries such as fine chemicals, coal-based new materials, and comprehensive resource utilization, building on its four key industries of coal, coal chemical engineering, coal-fired power and aluminum production, and ceramics, as well as their associated industrial chains. It is an effort to tap into the region’s resource potential and promote the development of new energy industries. Han Wei, chairman of Jiangsu Meiqi Environmental Protection Technology Co., Ltd., said that the environmental protection project carried out in collaboration with Jungar Banner will enable the effective treatment of industrial solid waste and other pollutants in that area, turning waste into valuable resources, and thus providing a solid foundation for the upgrading of Jungar Banner’s industrial economy and its sustainable development. It is reported that those who attended the signing ceremony included officials from Zhungeer Banner in Ordos City, as well as leaders from the Zhungeer Economic Development Zone and the Dalu Coal Chemical Industry Base. Additionally, representatives from Jiangsu Meiqi Environmental Protection Technology Co., Ltd., Jiangsu Qinli Thermal Power Co., Ltd., Jiangsu Chuangxu Environmental Engineering Co., Ltd., and Wuxi Xuelang Environmental Technology Co., Ltd. were also present.
