On September 10, construction work on the EPC turnkey project for the 400,000 tons per year polypropylene unit (PP3) and the 110 kV main substation as part of the Phase I expansion project of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (Yanchang Jingbian Phase II project), officially commenced. The PP3 unit at Yulin Petrochemical is equipped with process technology provided by Basell Company, and utilizes a multi-zone gas-phase polypropylene production process. It features a wide range of polymer products with excellent properties, low raw material consumption, the ability to operate each unit independently for easy control, and highly stable product quality. Beijing Petrochemical Engineering Company was responsible for the design, procurement, and construction of the facility. The construction of this device mainly includes a catalyst dosing unit, a prepolymerization unit, a multi-zone circulating reaction unit, a degassing and monomer recovery unit, an extrusion granulation unit, etc. As planned, the construction period for the facility is 21 months. At the groundbreaking ceremony held that afternoon, Zhang Zelong, deputy general manager of Yulin Energy Chemical Company, announced the official start of on-site construction. Relevant officials from Beijing Petrochemical Engineering Company, leaders from Amec, the construction and supervision units, as well as the heads of Yueneng Chemical Group attended the commencement ceremony. On August 17, the signing ceremony for the EPC general contract for the filling and completion works of the first-phase startup project of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. was held in Xi’an. Li Wei, Deputy Secretary of the Party Committee and General Manager of the company, represented Yueneng Chemical Company to sign EPC/PC turnkey contracts with 7 entities respectively. The completion project for the first phase of the Yulin Energy Chemical Complex is a key initiative aimed at implementing the requirements set by the Shaanxi Provincial Party Committee and the provincial government to \"enhance the demonstration effect of the comprehensive utilization projects for coal, oil, and gas resources in Jingbian,\" as well as the goals of the Yan’an Petroleum Group to \"change its business model and adjust its structure.\" With an investment of 14.413 billion yuan, this project will use coal and natural gas as raw materials to build integrated facilities capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of methanol-to-olefins products, 400,000 tons per year of polypropylene, and 300,000 tons per year of low-density polyethylene/Ethylene-Vinyl Acetate copolymer (LDPE/EVA). The project is scheduled to be completed and put into operation in 2020; by then, Yueneng Chemical’s polyolefin production capacity will increase to 1.8 million tons per year. On September 13, the commissioning ceremony for the 1.8 million tons per year methanol production facility and various plant-wide systems was held as part of the completion works for the first phase of Shaanxi Yanchang China Coal Yulin Energy Chemicals’ project (the Yanchang Jingbian Phase II project). The methanol combined plant is one of the key units in the project to fill gaps and improve capabilities; it takes advantage of the complementarity between hydrocarbons by using coal and oil field gas for the comprehensive conversion to MTO-grade methanol. As planned, the device is scheduled to be delivered by the end of May 2020.
