On February 17, 2017, Guanghui Energy announced that its holding subsidiary, Guanghui Refining & Chemicals, had signed a project cooperation agreement with Shandong Huidong and Chongqing Three Gorges regarding the construction of a 1.2 million tons per year crude aromatic hydrocarbons hydrogenation plant. The three parties agreed to establish Xinjiang Xinhuixia Clean Energy Co., Ltd. through a shareholding partnership, and to jointly invest in building this plant in the industrial park of Naomaohu Town, Yiwu County, Hami Region – with Phase 1 having an capacity of 600,000 tons per year. Guanghui Refining & Chemicals is responsible for contributing 34% of the registered capital for this company. In this collaboration, Guanghui Refining & Chemicals is investing together with its partners to establish a new company. Leveraging the abundant resources of crude aromatics, waste gas, and lignite available at Guanghui Refining & Chemicals once production starts, the project plans to build a facility for the hydrogenation of crude aromatics with an annual capacity of 1.2 million tons. The first phase of this facility will have an annual capacity of 600,000 tons, with a total investment of 1.194 billion yuan. The completion and operation of the first phase are scheduled by the end of August 2018.

For the processing of medium- and low-temperature coal tar, hydrogenation, reforming, and aromatic compound production units are likely to be used; the target products are triphenyls and non-aromatic compounds. Continuous reforming can be carried out and yield benefits only when the production volume exceeds 400,000 tons.
