It is reported that this plan is one of the fourteen specialized plans under the **13th Five-Year Energy Plan**, and it represents the first industry plan at the **level for the deep processing of coal. It holds great significance as a guiding document for the development of China’s modern coal chemical industry. The \"13th Five-Year Plan for Demonstrating the Advanced Processing Industry of Coal\" predicts that by 2020, the production capacity for coal-to-oil conversion will be 13 million tons per year, the capacity for coal-to-natural gas conversion will be 17 billion cubic meters per year, and the capacity for the selective utilization of low-grade coal will be 15 million tons per year (in terms of coal processing volume). Differentiated utilization of low-grade coal – New projects: Establish demonstration projects for the differentiated utilization of low-grade coal at Jingneng Ximeng, Shanxi Coal Chemical Yulin, Yanchang Petroleum Yulin, Shaanxi Longcheng, and Hulunbuir Shengshan. http://img.yf116.cn/image/img/20170227/102193726938.jpg Reserve projects include: Yanchang Petroleum’s coal-based olefin and alcohol co-production project, Yangquan Coal Group’s multi-product production via the differentiated utilization of low-grade coal in northern Shanxi, Jingneng’s comprehensive utilization of coal at Hami, Xinjiang Chang’an Energy’s differentiated utilization of coal in Tacheng, Huaben’s multi-product production through the co-gasification of coal and biomass in Shuangyashan, and Hunchun Mining’s differentiated and graded utilization of low-grade coal. **The Energy Administration assigned Shenhua Group as the lead entity for planning preparation, and organized China Petrochemical Corporation, the China Petroleum and Chemical Industry Federation, the Petroleum and Chemical Industry Planning Institute, the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences, and the Environmental Impact Assessment Center of the Ministry of Environmental Protection to jointly carry out research on 7 preliminary topics and the work related to planning preparation.
