First, further address in depth the issue of overcapacity. Accelerate the phasing out of outdated production capacities, processes, and equipment that fail to meet energy consumption, emission, and quality standards. At the same time, it is necessary to vigorously develop emerging industries such as new energy and new chemical materials in order to create new drivers of economic growth. Second, strive to establish a green product design and evaluation system. Adhering to the life cycle concept, systematic consideration is given during the product design and development phase to the impact of various stages – such as raw material selection, production, sales, use, recycling, and disposal – on resources and the environment, in order to minimize resource consumption. Select industries or products such as refining, petrochemicals, and fertilizers to carry out pilot projects for green design, conduct evaluations of green products and green factories, and establish a number of green products and green factories. Third, it is necessary to carry out in-depth efforts in scientific and technological research and the promotion and application of advanced technologies and equipment. Strengthen green technology innovation, and implement integrated and systematic green solutions that address energy conservation, consumption reduction, emission cuts, and pollution control in a coordinated manner. Fourth, further improve the system for announcing energy efficiency “leaders” and the industry’s energy-saving standard framework. Carry out in-depth energy efficiency benchmarking, and summarize and promote the typical experiences and practices of enterprises. Further improve the standards for new energy, renewable energy, and alternative energy; accelerate the development of key technical standards for new industries; establish reasonable limits for energy consumption, emissions, and health aspects, in order to achieve systematic energy savings and reduction. “The Ministry of Industry and Information Technology will also strengthen planning guidance and standard setting in these areas. ”Yang Ziwei from the Energy Conservation Section of the Department of Energy Conservation and Comprehensive Utilization under the Ministry of Industry and Information Technology said that the ministry will accelerate the establishment of a green manufacturing system. At the same time, efforts should be accelerated to establish a number of evaluation centers for industrial energy conservation and green development, and third-party agencies should be encouraged to innovate in the evaluation and service models for the comprehensive utilization of industrial resources. Organizing experts to conduct energy-saving diagnostics for enterprises is a key task that the Energy-Saving Association is carrying out. Fang Xiaohua, president of the association, explained that at present the association forms energy-saving expert groups and adopts an on-site diagnosis approach, implementing advanced and feasible energy-saving technical measures to accelerate the dissemination of such technologies. Since 2012, energy-saving diagnostics have been conducted for over 30 enterprises in industries such as oil refining, synthetic ammonia production, caustic soda manufacturing, and calcium carbide production. These efforts have helped these companies identify areas where energy savings can be achieved, and a number of energy-saving projects have been implemented. Additionally, a large pool of skilled professionals in energy conservation has been developed, laying a solid foundation for the creation of green products, green factories, and green industrial parks. Qin Zhiqiang from the Jiangsu Chemical Industry Association said that the efforts to achieve energy conservation and green development in Jiangsu’s petrochemical industry focus on two main aspects: first, increasing the proportion of new technologies such as chemical materials and new energy sources to over 70%; second, vigorously promoting the development of green factories and green industrial parks, with the goal of creating 5 industrial parks with a production value of 100 billion yuan each and 100 parks with a production value of 50 billion yuan each, thereby facilitating steady improvements in the industry’s greenness, safety, and technological capabilities.
