According to reports dated December 18, the 4 million-ton coal-to-oil demonstration project operated by Shenhua Ningxia Coal reached full capacity at 19:52 on December 17, 2017; 24 gasifiers and 4 sets of low-temperature methanol wash units were in operation, while 8 Fischer-Tropsch units were operating with an air intake volume of 2.8 million Nm3/h. The entire system operated stably, successfully achieving the goal of full capacity operation. On December 21, 2016, Line A of the Shenhua Ningmei coal-to-oil demonstration project successfully completed its first trial run, enabling the entire process to operate smoothly and producing qualified oil products. In July 2017, the cycle gas compressor of Series 7 in the FTO synthesis unit of Line B for coal-to-oil production at Shenning was started, and the system began to be operated under nitrogen atmosphere; the commissioning of Line B entered its final stage. According to Yao Min, deputy general manager of Shenhua Ningxia Coal Industry Group, the estimated investment for this project is 55 billion yuan. It is currently the largest chemical project in the world’s petrochemical and coal chemical industries in terms of one-time investment required for its construction. In terms of net investment, this project exceeds the static investment required for the Three Gorges Dam project by 5 billion yuan, and it is 1.7 times the investment required for the Qinghai-Tibet Railway. The 4 million tons per year coal indirect liquefaction demonstration project is characterized by its large scale, high investment costs, and complex processing technology. Of these: there are over 13,000 mechanical and electrical devices, 110,000 instrumentation devices, and 15,000 electrical equipment units. In total, there are more than 36,000 pile foundations, 1.73 million cubic meters of concrete was poured, 270,000 tons of steel structures were used, 3,728 kilometers of pipelines exist, and 18,000 kilometers of electrical and instrumentation cables are in use – a figure that is equivalent to the current operating length of high-speed railways in China. The project converts 20.46 million tons of coal per year, producing 4.05 million tons of petroleum products annually, of which 2.73 million tons are diesel, 980,000 tons are naphtha, and 340,000 tons are liquefied gas ； 200,000 tons of sulfur as a by-product, 75,000 tons of mixed alcohols, and 145,000 tons of sulfuric acid AN. The construction scope includes power, air separation, gasification, purification, oil synthesis and processing units, as well as the supporting utility systems. The Shenhua Ningxia Coal 4 million tons per year coal-to-oil project is located in the Ningdong Energy and Chemical Industry Base in the Ningxia Hui Autonomous Region. Preparatory work for this project began in 1999; it received approval on September 18, 2013, and full-scale construction commenced on September 28 of the same year. In September 2016, the construction of the coal-to-oil project was completed, and on December 5, the trial operation with feedstock was successful. The coal-to-oil project of Shenhua Ningmei Group focuses on carrying out million-ton-scale industrial demonstrations of the FTO synthesis technology and complete sets of oil processing technologies developed by Zhongke Synthetic Oil Company, as well as on the localization of key technologies, equipment, and critical materials such as the 100,000 standard cubic meters per hour air separation unit technology and the 2,200-ton pressurized gasification furnace for dry coal. A total of 37 major tasks related to the localization of technologies, equipment, and materials were completed for this project, with a localization rate of over 98%.
