The 1 million-ton coal-to-methanol project of China Coal Enerchemical has obtained its pollution discharge permit and is set to begin operation. Author/Source: Coal Chemical Industry 114 Forum Date: November 26, 2020 Clicks: 6 On November 18, 2020, the application for a pollution discharge permit for the second-phase expansion of China Coal Enerchemical’s project, which involves the production of 1 million tons of methanol per year via syngas conversion, was successfully approved by the pollution discharge permit system; the company thus received a new version of the pollution discharge permit issued by the Ordos Municipal Ecology and Environment Bureau. The application for the pollution discharge permit for the second-phase project with an annual production capacity of 1 million tons of methanol was prepared in accordance with the \"Technical Specifications for the Application and Approval of Pollution Discharge Permits in the Liquid Fuel Production Industry from Coal Processing.\" It includes applications for permits related to wastewater, exhaust gas, and solid waste, and represents a supplementary application to the pollution discharge permit already obtained by the company for its ammonia/sulfuric acid urea production project. A pollution discharge permit is the \"ID card\" that every entity emitting pollutants must possess; it represents the sole administrative approval for such emissions. It also serves as the fundamental basis for entities to comply with laws, for regulatory authorities to enforce regulations, and for society to oversee and ensure compliance with the law. The successful acquisition of the pollution discharge permit for the second-phase project with an annual production capacity of 1 million tons of methanol has created the conditions necessary for the methanol plant to begin operations soon. The second-phase construction project of China Coal Enerchemical Company, aimed at upgrading the production capacity to 1 million tons per year of methanol through syngas production, is located in the Tuk Industrial Park in Ordos, Inner Mongolia. This project utilizes Zemach BGL fixed-bed slag gasification technology, purification techniques (low-temperature methanol washing + deep cryogenic methane separation), as well as advanced methanol synthesis methods that feature low consumption and low energy usage, in order to build a facility capable of producing 1 million tons per year of MTO-grade methanol. The project commenced with groundbreaking on September 21, 2018. The Zhongmei Enechemical project, with an annual production capacity of 2 million tons of ammonia and 3.5 million tons of urea, was constructed in two phases. The first phase, which has an annual production capacity of 1 million tons of ammonia and 1.75 million tons of urea, includes two air separation units with a capacity of 40,000 Nm3/h each; these units were completed and put into operation in 2013. Meanwhile, some of the public facilities required for the second phase as well as all the office and living facilities have been built. Based on the current market conditions and operational status, Phase II of the project plans to shift from producing synthetic ammonia and urea to manufacturing 1 million tons of methanol, thereby supplying MTO-grade methanol raw materials to the olefin plants of China Coal Mengda Company.
