Can the N2 used for nitrogen sealing in internal floating roof tanks be released into the atmosphere?

I’m working on a project recently and have encountered the issue mentioned in the title; could someone with expertise give me some advice? If it cannot be released into the atmosphere, how should it be handled?
Generally, it can be directly vented to the atmosphere, or consideration can be given to sending it to an oil and gas recovery unit.
Internal floating roof tanks generally do not require a nitrogen seal, but one is installed for safety reasons. The nitrogen can usually be released directly; however, if the nitrogen contains a significant amount of material, activated carbon adsorption or a recovery system may be considered.
It mainly depends on the medium involved; some can be discharged into the atmosphere, while others need to be sent to a thermal oxidizer.
Nitrogen itself does not cause much pollution; the main concern is the other substances it carries
If the medium in the storage tank is toxic or causes significant environmental pollution, nitrogen cannot be released directly into the atmosphere and must be recovered. Otherwise, it can be released directly into the atmosphere
