Are there any regulations regarding the shape and material of the baseboards?

In Clause 4.1 on safety requirements, GB4053.3-2009 \"Safety Requirements for Industrial Guardrails and Steel Platforms\" sets out requirements for toe plates. Generally, the platform aprons are welded to the base of the railing. The question is: can the baseboards be fixed to the bottom of the railing using bolts? Can masonry be used to replace baseboards? Or make skirtings from other materials?
Generally speaking, it should be the standard practice. Changing it to another form might be debatable. Can the skirting be fixed to the base of the railing using bolts? The skirting board fails in cases such as bolt corrosion or missing nuts ； Can masonry be used to replace baseboards? If it’s a concrete structure, it should be possible to build on it; but if it’s already a steel structure, thermal expansion and contraction might cause the entire structure to collapse ； Or make skirtings from other materials? Like what materials, wooden planks, bamboo poles, plastic sheeting, a thin wire?
