Washing tower problems

In the chemical desulfurization section, there is a washing tower in front of the desulfurization tower. What is the function of this tower? Additionally, the liquid discharged from this tower contains a high amount of oil. What is the reason for this?
More oil may be due to a higher tar content in the raw gas!

Some use horizontal tube coolers, pre-cooling towers or pre-coolers; others employ scrubbing towers that spray low-temperature ammonia water to cool and clean the gas. Although the designs differ, the purpose is the same, though the effects may vary slightly. A large amount of tar is produced, which indicates that there is plenty of coal gas tar at the back of the machine; check whether the primary cooler and the electrostatic tar catcher are functioning properly. The ammonia water emitted is sent to the condensation sump, and from there to the mechanical ammonia water clarification tank
