Can the pumps in Class C tank areas be placed inside the fire dike?

Under normal circumstances, pumps are never placed inside fire dikes. As for Class C storage tanks, the regulations do not explicitly state that it is not allowed. Is there anyone who has actually placed a pump inside the fire dike of a tank farm?
In accordance with Article 5.3.5 of the Code for Fire Protection of Petrochemical Enterprises, the dedicated pump area for tank farms should be located outside the fire dike. In accordance with Article 5.1.14 of the „Design Code for Oil Storage Tanks,“ Class C-A liquid pumps shall be located outside the fire dike, while Class C-B liquid pumps can be placed together with the storage tanks in the open air, within the same fire dike.
Thank you. The owner insisted on following the building codes, even though those codes didn’t mention it; therefore, they insisted on placing the pump inside the fire dike, yet the materials contained Class A flammable substances.
If the material contains Class C substance, it is not recommended to include it. The original HG standard, the „Code for the Layout of Chemical Equipment,“ also states that pumps for flammable liquids of categories A, B, and C should be located outside fire dikes.
