Where does the requirement that bridge crane operators wear insulating shoes come from?

The factory’s standards for distributing personal protective equipment do not provide insulating shoes for crane operators; the crane operators say that such shoes are necessary. Could someone please let me know where this requirement comes from? Thank you!
There should be no doubt that workers wear protective clothing
Insulated shoes are basically only worn by electricians here.
