Is there any difference between in-service pipelines and existing pipelines?

According to GB/T 20801-2006 \"Code for pressure pipelines – Industrial pipelines\", Chapter 2 Scope and Definitions, the scope of application is stated as follows: \"When a new pipeline system is connected to another existing pipeline, the new pipeline shall be constructed in accordance with this standard; however, the work related to the connection between the new pipeline and the existing pipeline falls outside the scope of application of this standard.\" “ Question: Is there any difference between in-service pipelines and existing pipelines?
In this standard, it means that the existing pipelines refer to those in service, as mentioned earlier
But why is one standard applicable while another is not?
