About pressure relief valves

I have a question regarding pressure regulators: why does the design manual state that \"the pressure after the pressure regulator should be less than 0.5 times the pressure before the regulator\", while many people on the internet say that the pressure difference before and after regulation should be less than 30% of the pressure before the regulator? Reducing the pressure from 1 MPa to 0.3 MPa – does this require one stage or two stages? Please advise

May I ask which design manual it is? My boiler room design manual only mentions the previous sentence, the one about it being less than 0.5 times
Such a low pressure – level 1 should be enough!
I asked a few people; some said it was level one, while others said it was level two. I’m also confused :(
Let the manufacturer decide. Large manufacturers will do the calculations themselves. The liquid phase is different from the gas phase.
