Could it be that the valves in that tank area are designed the other way around, with counterclockwise rotation meaning closing? ； Additionally, this shut-off valve is a dual-valve; closing one of them should be sufficient to cut off the flow, right?

In fact, for this position, a large-diameter valve with pneumatic quick opening and emergency shut-off functionality should be used, such as a ball valve or butterfly valve, along with a fuse. Or the electric actuator has an emergency cut-off reset function.
Many important valves in the catalytic unit’s regeneration system are also referred to as special valves; they typically use electro-hydraulic actuators. When there is a problem with the actuator, it can be switched to manual operation (hand operation). The handles of these manual valves rotate in the opposite direction to that of normal switches – clockwise for opening and counterclockwise for closing. There are also many pneumatic control valves with hand wheels whose direction of operation is reversed. SO~

I work in the valve industry, and I haven’t encountered actuators for reverse closing yet; perhaps it’s because I’m not well-informed. There must be such devices available in reality
