What is the distance between the foundation frame and pipe piers and the buildings?

I would like to ask the experienced colleagues: what is the purpose of the requirement specified in Table 8.3.9 of standard 50187 regarding the distance between pipe racks and road fences? My understanding is that as long as the foundations do not come into contact, it’s fine, right? Table 8.3.9 does not specify the spacing between the low deck and the pipe piers. Are there any requirements regarding the spacing between the low deck, the pipe piers, and buildings and structures? There’s another question: in 50316 and SH3012, it is stated that corrosive pipelines and liquefied hydrocarbon pipelines should be placed at the lowest level. I understand the need for corrosive pipelines to be in that position, but what about liquefied hydrocarbon pipelines – is it for the purpose of maintenance? I understand that liquefied hydrocarbon leaks should move upward, right? Please explain. Thank you
