Regarding pipeline purging

Our company is the construction party responsible for the purging process, but usually internal staff carry out another round of purging before the plant goes into operation

If possible, you can have the construction party perform purging. The problem is that as the owner, that is, the user, it’s more reassuring to do it yourself. Even with a penalty agreement, if production is indeed affected, it is still the owner who has to decide when to stop or resume operations. Therefore, typically, it is the construction party that carries out pressure testing, water flushing, and purging, while the owner remains in charge of those tasks

Generally, the purging is carried out by the owner themselves, with the construction contractor providing assistance.

It’s more reassuring to let the construction unit carry out the purging:$

Is there still any specification that explicitly stipulates that the flushing should be organized by the owner and a plan prepared for it? The explanatory text for clause 11.1.1 in GB 50517 only states that \"the method to be adopted is determined based on the opinions of the project owner or the production unit, with the construction unit carrying out the supporting work.\" ----The construction unit or production unit are the formal terms, while the owner is a general term. ----The construction unit or production unit determines the purging method. ----In EPC projects, the purging is generally organized by the EPC contractor, with approval from the project owner. The explanatory notes to clause 9.1.1 in GB 50235 state that it specifies the boundary at which the construction unit and the project owner hand over the pipeline project when the pipeline pressure testing is successful. ----The successful pressure testing of the pipelines marks the point at which the construction company and the project owner hand over responsibility for the pipeline project – once the testing is successful, it becomes the responsibility of the project owner, with the construction company providing assistance. ----The EPC project owner and general contractor are described; there is no description of the owner’s organization in the main text.

The cleaning is carried out by the project department of the construction party; the workshop is cleaned once internally, and generally replacement processes are also applied

The construction party – or in fact, the general contractor – is usually the one to determine the cleaning methods to be used. It decides which pipelines need to be cleaned using water flushing, steam, or nitrogen; which ones need to be connected to the equipment and which ones need to be isolated from it; and which systems can be cleaned together, etc
