Seeking help from all the experts: The water injection rate for the third-stage electrodesalting process should be no less than 5%. But why isn’t the level indicator responding? What could be the reason?

We ran into that issue some time ago – the cut-in water heat exchanger leaked； Check the heat exchanger; send the cut water into the heat exchanger and turn it off to see if the level rises.

This is mainly caused by poor oil-water separation; firstly, an appropriate demulsifier should be selected, secondly, the intensity of water injection and mixing must be moderate, and thirdly, the electric field strength needs to be optimized. If a heat exchanger leak affects the oil-water interface, then how severe must the leak be?
Crude oil emulsification? Considering factors such as the temperature of crude oil upon entering the tank, mixing pressure drop, and electric field strength, if these measures show no significant effect, then switching to a different demulsifier becomes the only option.
