Why aren’t building inspections required for rural buildings?

According to the decrees of the State Council, all buildings constructed on the territory of the People’s Republic of China are considered such; even those in rural areas that are built on collective land still fall within the territory of the People’s Republic of China. Please advise
All architectural designs that go through the proper procedures require graphic review.
