Project Manager – Project Leader – Chief Engineer of the Project

As I understand it, the project manager is the person in charge of a project; the project manager oversees the entire project (including the chief engineer), who is sometimes also referred to as the person responsible for the technical quality of the project. The project manager is accountable to the company, while the chief engineer is accountable to the project manager.

In a certain construction project, all the parties involved have a position referred to as ‘project manager’ for that project; the developer and the contractor both use this term, the supervision team uses the title of chief supervisor, while the surveying and design firms refer to their leaders as project managers. In large projects, too, the title of project manager is used. This position is the top leader in charge of production, technology, safety, and other aspects of the project; back in the company itself, it isn’t considered a high-ranking position. ‘The project manager should be someone whose word carries weight during the construction of the project, but when it comes to matters involving money, their word is practically worthless! The project manager said it applies only to the construction party; there are separate persons in charge for the client, the supervisor, and the designer.

My understanding is: 1. The project manager refers to the overall person in charge of a project, including the client’s project manager, the construction project manager, and the supervisor. 2. The rights holder should be the highest commander of the project. 3. The project leader and the chief engineer are both personnel assigned to work on this project and report to the project manager.

A construction project has five main responsible parties, namely the project owner (Party A), the supervision unit, the construction unit, the survey unit, and the design unit. The corresponding top leaders are the project owner or person in charge on the client side, the supervisor is the chief supervisor, the project manager of the construction unit, and the person in charge of survey and design. At the start of the project, all parties must submit a five-party responsibility statement to the construction authorities.
