Fire water tank

There’s a small tank area with a fire-fighting water capacity of 600 m³. The owner has built over 20 horizontal tanks, each with a capacity of 60 m³. He now intends to use these tanks as fire-fighting water tanks. Is this feasible? It’s mainly because I’ve never seen this approach before.
For fire fighting water, the priority is to ensure an adequate storage capacity; once that is in place, as long as the flow rate and pressure are sufficient in emergency situations, there will be no problems
The cost of manufacturing 20 units should be lower than that of manufacturing just one unit, and at the same time, consideration must be given to the connection of multiple pipes
The safe distance from fire water tanks also needs to be considered
