A friend of mine is an evaluation expert who has a concern: for many projects that are awarded through public bidding (especially those funded by public money), there are often dozens or even hundreds of bidders, and their quality and competence vary greatly. Can’t a prequalification process be carried out first to select only those companies that have the necessary qualifications, strength, capabilities, and experience?
It is possible to charge a fee for selling bid documents; of course, the more bid documents that are sold, the higher the income. However, bidders at different levels come to submit bids, which not only wastes social resources but also increases the workload of evaluating bids as bidders of varying calibers are involved; moreover, there are too many variable factors to allow for a proper evaluation.
