It is correct that regulations require outdoor fire hydrants and water intake points for fire trucks to be at a certain distance from buildings. This is because in the event of a fire, walls may crack, structural elements may fall, and combustible materials may drop. Additionally, there is high-temperature heat radiation. As facilities used for drawing water to extinguish fires, if they are too close to buildings, it directly hinders firefighters’ ability to obtain water for firefighting purposes. The requirement is that outdoor fire hydrants be located 5 meters away from the building, while the water intake point should be at least 15 meters away. In actual construction projects, the building site is often very small; due to the high cost of land, there isn’t enough space to meet the 15-meter requirement. I think the regulation specifying it as “preferable” is based on this consideration – that is, it should be met if possible, but if that’s truly difficult, a value of less than 15 meters is also acceptable. However, when difficulties do arise, considering the convenience of water extraction, the water intake should be at least as far away as outdoor fire hydrants, meeting a minimum distance of 5 meters; moreover, it should be placed as far away as possible to ensure the safety of water supply for firefighting purposes.
