Classification of fire hazard in boiler rooms

According to Table 1 in the explanatory notes of GB50016, boiler rooms are classified as Category D. Clause 3.2.5 of these explanatory notes states clearly that \"boiler rooms belong to the category of buildings with open flames, namely Category D.\" Therefore, when designing such rooms, should the safety distances be determined based on the criteria for Category D buildings or those for buildings with open flames? I would appreciate it if experts could provide some guidance. Thank you!
If it’s only related to building codes, then the one with the greater distance requirement shall be followed! If petrochemical regulations are involved, it must be classified as an important facility
