During the 13th Five-Year Plan period, Jieyang City focused on major projects as a driving force, concentrating resources on the development of the Jieyang Coastal New Area, and facilitating the establishment of a number of key industrial projects along the shores of the South China Sea, thus fostering their growth there. In the Dayanan Petrochemical Industrial Zone, the construction of Sinopec Guangdong Petrochemical Integration Project, which involves a total investment of 65.43 billion yuan and has an annual production capacity of 20 million tons of refined oil, 2.6 million tons of aromatics, and 1.2 million tons of ethylene, is progressing at full speed. Additionally, supporting projects such as Jilin Petrochemical’s ABS plant with an annual production capacity of 600,000 tons and Kunlun Energy’s LNG plant with an annual production capacity of 3.5 million tons are being developed, with a total investment of over 80 billion yuan, thereby further strengthening the modern green petrochemical industry cluster. The Guangdong Petrochemical Integration Project was jointly funded by CNPC and Venezuela’s PDVSA for construction, and is managed and operated under a joint-stock enterprise model; initially, CNPC held a 60% stake in the refining section while PDVSA held 40%. Project construction scale: 20 million tons per year of oil refining (including 2.6 million tons per year of aromatics) and 1.2 million tons per year of ethylene ; Project location: The refinery is situated in the area west of the mouth of the Longjiang River, within the Dainanhai Petrochemical Industrial Zone in Jieyang, Guangdong ; The crude oil terminal storage area is located in the Shibishan area in the southeast of Huilei County ; The crude oil terminal is located in the waters near the Shibishan Lighthouse in Jinghai Town ; The refined oil terminal is located in the waters to the west of the Longjiang River estuary in Dainan Sea. As China National Petroleum Corporation’s largest integrated refining and chemical project to date in terms of one-time investment, the CNPC Guangdong Petrochemical Integrated Refining and Chemical Project completed an annual investment of 10.4 billion yuan last year. On the morning of May 30, the 220 kV main substation of the project completed its intermediate handover successfully, becoming the first project to achieve such a handover. In the second half of this year, the project will also reach several important completion milestones: it is expected that all utility works will be completed by the end of October, all storage and transportation tank areas (including the entire external pipeline network of the plant) will be completed by the end of November, and all major units in the refining area will be completed by the end of the year. According to the construction schedule, the PetroChina Guangdong Petrochemical integration project is planned to have its refining section completed by the end of 2021, and its chemical processing section completed by the end of March 2022, with the goal of having everything fully operational by June 2022. Complementary projects such as Jilin Petrochemical’s ABS plant and Kunlun Energy’s LNG facility are scheduled to be completed and put into operation simultaneously in 2022. By then, the refining and petrochemical \"giants\" will enter a phase of capacity expansion, driving the revitalization of the city’s industries. According to the plan, the total installed capacity of offshore wind power in Jieyang Binhai New Area is 13.8 million kilowatts; 6.4 million kilowatts of this capacity have already been approved for installation, with investment amounts exceeding 100 billion yuan. On December 30, 2020, the signing ceremony for the investment cooperation agreement on base-based industrial projects between the city’s authorities and Juzhengyuan Co., Ltd. was held in Guangzhou, marking another significant step forward in Jieyang’s efforts to build itself into a strong industrial city. Under the agreement, the company plans to invest 55 billion yuan in the Dànánhǎi Petrochemical Industrial Zone, apply for 5,000 mu of land, and construct three projects in three phases: a propane dehydrogenation facility with an annual capacity of 900,000 tons along with a port facility, a liquefied gas utilization project with an annual capacity of 1.8 million tons, and an ethylene production facility (via direct cracking of crude oil) with an annual capacity of 1.2 million tons ; On March 28 this year, the Pan-Asia Jieyang Integrated New Materials Base project, with a total investment of 6.5 billion yuan and a production capacity of 3 million tons per year of polyester raw materials and 1.2 million tons per year of food-grade polyester chips, was successfully established in Jieyang. The project is scheduled to be completed and put into operation by the end of 2023, which will improve the product mix of the Dainanhai Petrochemical Industrial Zone and further expand and optimize the green chemical industry chain.
