To further strengthen the supervision and management of power safety, urge power enterprises to better understand the current situation regarding work safety, and effectively curb the frequent occurrence of accidents, on the afternoon of June 24, 2021, the Power Safety Supervision Department of the **Energy Bureau conducted a safety supervision discussion with China Huadian Group Co., Ltd. (hereinafter referred to as China Huadian). The meeting was chaired by the responsible official from the Department of Power Safety Supervision, with the relevant responsible officials from China Huadian, heads of safety production management departments, and relevant officials from the unit where the accident occurred in attendance. The meeting emphasized that various safety accidents have been occurring frequently recently, resulting in a rather severe situation regarding work safety. Several recent accidents at China Huadian have exposed numerous weaknesses in the company’s efforts related to implementing safety responsibilities, identifying safety risks, providing safety training, managing production sites, overseeing the physical and mental health of employees, and reporting accident information; furthermore, the effectiveness of the group’s safety management systems is insufficient. China Huaneng must recognize the current situation and tasks, draw thorough lessons from accidents, and continuously strengthen safety management. It should focus on the following areas of work: First, it is necessary to raise the political awareness significantly, adhering to the principle that the people and human life come first. The entire group, especially its grassroots enterprises, must balance development and safety effectively. By upholding the concept that safety is related to technology, management, culture, and responsibility, efforts should be made to curb the frequent occurrence of accidents. Second, it is necessary to effectively implement the primary responsibility of enterprises for work safety, strictly adhere to the three mandatory requirements, and fully leverage the functions of the work safety supervision, assurance, and support systems ； Straighten out the chain of responsibility and pressure transmission to eliminate bottlenecks in work safety ； Strengthen safety construction at the grassroots team level to solidify the foundation for safe production. Third, it is necessary to draw profound lessons from the accidents, apply the principle of \"not letting anything go unchecked,\" learn from these incidents to prevent similar problems in the future, strictly implement control measures, improve everyone’s ability to identify risks, strengthen oversight at the production site, and pay special attention to the physical health and mental state of the workers on site. Fourth, it is necessary to carry out thorough efforts in the three-year special rectification campaign, and based on the actual conditions of the group, effectively address a range of long-standing problems related to work safety ； Make every effort to improve the overall level of safety production within the group.
