On September 14, Liu Jiayi, Secretary of the Shandong Provincial Party Committee, visited the construction site of the Yulong Island refining and chemical integration project to conduct supervision and inspections. The Yulong Island refining and chemical integration project is a landmark initiative in Shandong Province for promoting the transition to new forms of economic development and achieving high-quality growth. Leveraging the unique geographical location and resource advantages of Yulong Island in Longkou, the project is being constructed in an orderly manner following the principles of integration, intensification, large-scale development, high-end standards, and cleanliness. Liu Jiayi went to the construction site, listened carefully to the progress reports, and inquired in detail about the project progress, quality, and safety measures. He emphasized the need to firmly focus on the transition from old to new drivers of growth, and to take bolder actions, greater efforts, and more stringent measures to achieve the \"three resolutes\" – thereby enabling a transformation akin to a phoenix rising from its ashes and paving the way for high-quality development. It is necessary to adhere to a high starting point and high-standard goals, maintain strategic focus, and persevere over the long term to ensure that the plans are put into practice. Every effort must be made to provide adequate support for the project, to resolve promptly any difficulties or obstacles that arise during its implementation, to accelerate the construction progress, and to ensure that the set goals are achieved on schedule. It is necessary to adhere to a bottom-line mindset, strengthen risk awareness, and continuously focus on work safety and environmental protection to ensure the quality of project construction. We must adhere to the principles of using the least amount of land and water, maintaining the highest environmental standards, ensuring the highest safety levels, and achieving the best product efficiency, in order to strive to build a world-class petrochemical industry base. The Yulong Island petrochemical project will design its overall process flow in accordance with the principles of \"less oil, more aromatics, and more olefins\", importing and processing Saudi light and Saudi heavy conventional sulfur-containing crude oils, while focusing on the development of downstream deep processing activities. The project aims to supply the largest possible amount of high-value chemical raw materials while ensuring oil product quality, in order to establish a world-class high-end petrochemical industry base. The Shandong Yulong Island refining and chemical integration project is located on Islands 2# and 3# of Yulong Island in Longkou City, Yantai Province, Shandong Province, and is planned as a refining and chemical integration facility with an annual capacity of 40 million tons. The crude oil processing capacity of Phase 1 of the project is 20 million tons per year, with an investment of approximately 127.4 billion yuan and a construction period of 24 months. The project plans to establish a crude oil processing capacity of 20 million tons per year, and will be equipped with a vacuum distillation unit with a capacity of 10 million tons per year, a atmospheric and vacuum distillation unit also with a capacity of 10 million tons per year, units for light hydrocarbon recovery, desulfurization and dewaxing facilities, as well as residue hydrogenation units among other refining processes. It will also include chemical processing units for producing ethylene, hydrogenating cracked gasoline, carrying out aromatic extraction, butadiene extraction, and producing EVA/LDPE. In addition, there will be supporting utility systems, auxiliary facilities, as well as seawater desalination and intake/discharge systems. As a model for the transformation of growth drivers and the adjustment of the industrial structure in Shandong Province, the Yulong Island petrochemical project will facilitate the integration of 130 million tons worth of local refining capacity in the province. It holds great significance for promoting structural adjustments and upgrades within the industry, as well as for enhancing the level of integration in the refining and chemical processing sectors.
