On September 27, the Ministry of Industry and Information Technology issued the \"List of Pilot Projects for the Integrated Development of Next-Generation Information Technologies and the Manufacturing Sector in 2021\". This pilot program focuses on deepening the integration of next-generation information technology and the manufacturing industry, with an emphasis on four key areas: the implementation of management systems for integrating these two sectors, specialized industrial Internet platforms, improvements in industrial information security capabilities, and cooperation in intelligent manufacturing between China and Germany. A total of 194 pilot projects were selected for this initiative. 21 chemical-related projects made the list. Among them, in terms of compliance with the management system for integrating informatization and industrialization, 8 chemical industry projects made it into the shortlist: Shuangxing Group’s capabilities in innovation and service delivery throughout the entire production cycle of automotive tires, Beijing Petroleum Machinery Co., Ltd.’s capabilities in innovation and service delivery related to petroleum equipment manufacturing products over their entire life cycle, Shihua Machinery’s capabilities in innovation and service delivery focused on the entire product life cycle, Feicheng Jinta Alcohol Chemical Equipment Co., Ltd.’s integrated management capabilities based on a PLM-driven intelligent R&D management platform, Xinjiang Tianye’s coordinated management capabilities for its coal-electricity integrated circular economy industry chain, Weihai Baowei New Materials Company’s capabilities in digital management of the entire production process for carbon fiber products, Beifang Huajin Chemical’s integrated management capabilities for production and operations based on the industrial Internet, and Sinopec Engineering Construction Co., Ltd.’s capabilities in digital delivery of engineering projects based on integrated design. Specialized industrial Internet platforms are those designed for key industries, specific regions, and particular technical fields. These include ProMACE industrial Internet platform by Sinopec Yingke, which is used in the petrochemical industry; Xuyang Cloud industrial Internet platform developed by Beijing Xuyang Digital Technology, which is utilized in the energy and chemical sector; Yuanlian Cloud industrial Internet platform offered by Sailun Group, suitable for use in the rubber industry; SOFElink industrial Internet platform provided by Sijie Siva Petroleum Drilling Equipment Co., Ltd., intended for use in the oil drilling industry; and Chuanhua ZhiLian industrial Internet platform, which is applied in the logistics and supply chain field. In total, there are 5 such projects related to the chemical industry. Improving industrial information security capabilities entails enhancing the industrial capabilities of control systems, the security protection measures for such systems, and the management of industrial data. This includes eight projects in the chemical industry: the improvement of the SIS and DCS industrial system capabilities at Anhui Dongzhi Guangxin Agrochemicals, based on o-nitrochlorobenzene; the development and application of intelligent control systems for the entire production process at Yuntianhua IPC; the automatic production control system for electronic-grade resins at Guangdong Tongyu New Materials; the automated and safe production process for methyl ethyl peroxide at Qingyuan Meiheng New Materials; the construction of a security protection system for civil aviation fuel storage and transportation control systems at China National Aviation Fuel Group; the establishment of a security protection system for oil industry control systems at Daqing Zhongji Petroleum Communication Construction Company; the intelligent control system security protection and monitoring platform developed by North China Petroleum Communication Company; and the improvement of industrial information security capabilities in coal chemical enterprises through efforts by Baowu Carbon Materials Technology and Shanghai Chemical Baodigital Technology. It is understood that Sailun Group’s OakChain Cloud industrial Internet platform has facilitated the aggregation and integration of enterprises along the entire industrial chain, enabling integrated, platform-based, and diversified operations of the core businesses within this chain. The TwinStar Tire full-life-cycle intelligent management platform enables the \"trade-in\" of used tires, while addressing 17 major challenges related to the recycling of used tires worldwide. Sinopec Yingke ProMACE has effectively driven changes in the production methods and management approaches of enterprises, improving their performance in terms of safety and environmental protection, energy conservation and emission reduction, cost reduction and efficiency improvement, as well as sustainability and low-carbon operations. Officials from the Ministry of Industry and Information Technology said that through these pilot projects, it will be possible to develop new business forms and models that can be replicated and scaled up, thereby strengthening the support for the development of the industrial information security industry and injecting new momentum into the high-quality development of the manufacturing sector.
