On October 14, at a press briefing on the relocation and transformation of chemical enterprises along the Yangtze River in Hunan Province, it was announced that the tasks related to the relocation and transformation in 2021 have been fully accomplished. To date, Hunan Province has completed the closure and withdrawal of 31 chemical enterprises located along the river, as well as the relocation of 3 more such enterprises to other locations. This involves the release of 1,839.71 mu of land, affecting 1,909 employees, and involving fixed assets worth 447.126 million yuan. In March 2020, the General Office of Hunan Province issued the \"Implementation Plan for the Relocation and Transformation of Chemical Enterprises along the Rivers in Hunan Province\", which stipulated that \"by 2020, backward production capacities as well as chemical manufacturing enterprises that did not meet safety and environmental standards were to be shut down; these enterprises were to be guided to relocate to compliant chemical industrial parks located at a distance of 1 kilometer away, with the goal of completing the relocation and transformation process by the end of 2025.\" It is reported that the 34 chemical enterprises along the river that were shut down, ceased operations, or changed their production activities were all small and scattered chemical manufacturers with relatively low levels of product technology, weak market competitiveness, and potential risks related to safety and environmental protection. Hunan Province has specified that its provincial finance will allocate 200 million yuan per year over 6 years as special subsidy funds to support the relocation and transformation of chemical manufacturing enterprises along the river. The \"Management Measures for Special Subsidies for the Relocation and Transformation of Chemical Enterprises along the Rivers in Hunan Province\" was recently approved at the provincial **executive meeting. In the future, these financial resources will be utilized to their full extent in order to encourage chemical enterprises located along the rivers to relocate and develop as soon as possible, thereby facilitating transformation and upgrading. The goal is to complete the overall task of relocating and transforming all such enterprises along the rivers in the province by 2025.
It is reported that the 34 chemical enterprises along the river that were shut down, ceased operations, or changed their production activities were all small and scattered chemical manufacturers with relatively low levels of product technology, weak market competitiveness, and potential risks related to safety and environmental protection.
