On October 31, the construction site of the Baling Petrochemical’s caprolactam industry chain relocation, upgrading, and transformation project remained busy, with over 1,600 workers on site working to advance the project’s development. On that day, the 10 kV regional substation was completed with its roof poured, marking it as the first structure in this project to have its roof finished. The 10 kV regional substation is a two-story building with a total construction area of 1,380 square meters; a total of 178 cubic meters of concrete was poured at the construction site where the roof was completed. This substation is scheduled to come online on May 30, 2022, and it will supply power to the area instrument cabinets in the plant, the analysis and testing laboratories, the comprehensive building, living and service facilities, the gas removal and prevention station, the air separation unit, Guard Post 1, and the fire pump station. A total of 11 substations were installed at the project site. Since construction began in July 2021, the workers and supervisors overcame the challenges posed by high temperatures, rain, and the impact of the pandemic on the schedule; they worked hard during rainy days and even harder on sunny days, thereby overcoming difficulties and completing the planned tasks ahead of schedule. The Caprolactam Relocation and Upgrading Project Department, together with the contractor Shengli Oil Construction Company, combines party member responsibility zone management with grid-based area management. By leveraging a mechanism for joint party building, they promote a coordinated approach to project development, implement the \"on-site work method,\" and encourage party members and cadres to take the lead in advancing the project’s progress. As of the end of October, 4 out of the 10 substations constructed by Shengli Oil Construction Company were completed ahead of schedule, while the construction of the remaining substations is also progressing in line with the planned timeline. October is the prime time to accelerate the construction schedule for project development. The project team optimized the construction timeline for various components based on the actual circumstances. Using a \"three-week rolling plan\" as a basis, it regularly organized meetings with project managers and technical staff to analyze the progress plans, identify issues, determine corrective actions, ensure that key control points were monitored and any deviations were addressed promptly. The team also assigned responsibilities to each sub-team, established detailed rules for managing and evaluating the project’s progress, and ensured strict assessment and implementation of these rules. By the end of October, the company had completed the review, modification, and submission of specification documents for over 2,000 units of general equipment required for the project. Construction on the project proceeded safely for 548 days, resulting in 2.65 million safe man-hours of work, as well as a complete success in epidemic prevention and control efforts. At present, the construction of pile foundations, underground pipes, and roads across the plant is in its final stages; the plant’s perimeter fence is being installed, and the construction of various facilities is progressing in an orderly manner as planned.
