I have a question: In the project I’m working on, there are 3 electric heaters on site used to heat the heat transfer oil. Their power ratings are 150 KW, 320 KW, and 670 KW respectively; they are horizontal electric heaters for heat transfer oil. Their net volume is 0.2 m³, 0.4 m³, and 0.7 m³ respectively. The operating temperature ranges from 150 to 200 degrees, all of which are below the boiling point of the heat transfer oil. My question is, do these three devices need to be inspected? If necessary, what is the basis?
It is not classified, so no inspection is required, as the maximum operating temperature is below the standard boiling point of the medium. However, if the gas phase volume is greater than 0.03 cubic units, it falls under regulatory control; in that case, it needs to be classified and subject to inspection.

If it involves boilers, provincial approval is required for design, along with inspection.

This also falls under the category of boilers, and it needs to be inspected. It has to be registered in accordance with the regulations for boilers, and a boiler operation certificate is required. Nevertheless, even though it’s relatively small, registration is still necessary. It depends on your relationship with the Safety Supervision Bureau and the Boiler Inspection Institute; you don’t have to report it, as long as they don’t conduct an inspection, there’s no problem

If inspection is required, must it be carried out as a boiler rather than as a fixed-pressure vessel? Is it because it does not meet the technical supervision regulations for fixed-pressure vessels?
It should be inspected as a boiler, and it belongs to Category C boilers. It’s clear just by checking the device’s quality certification documents. Design, manufacturing, installation, use, and maintenance should all be carried out in accordance with the requirements of the boiler.
