Installation of the broken siphon hole

As the title suggests, under what circumstances should a break siphon hole be installed? One of the horizontal tanks in the image also has an internal extension pipe; some of them are equipped with such a pipe while others are not. Could someone explain why?

For example, after the material supply is stopped, if the pressure at the inlet (such as the pump inlet) drops, a vent hole is used. If it’s something like a valve, closing it will prevent backflow, so it won’t be necessary. Also, if gas or a solid is introduced, there will be no backflow.
But according to what I said, after the valve is closed, there is a small amount of liquid left in the pipeline; I’m not sure if that has any impact. I don’t know how it’s done in practice
