Issues regarding medium-width plates in the GB50128 standard

According to clause 3 of section 4.3.1 of the standards, the minimum straight edge length of the irregular mid-span plate connected to the circumferential edge plate at the bottom of the tank should not be less than 700 mm. What exactly does this minimum straight edge refer to? ? I also want to ask: what was the specification version prior to the 05 standard? ?
Personally, I think the minimum straight edge referred to in the specifications is the original edge of the steel plate remaining after cutting an irregular plate.
It means that the minimum side length of irregular plates must be 700 mm or more
